After the chair of the Templeton Area Advisory Group was convicted of eight criminal counts, the bulk of the group’s members resigned leaving the board unable to function. With only three members left, the group no longer has a quorum and cannot call meetings or appoint new members.

The San Luis Obispo County Board of Supervisors is expected to vote to no longer recognize the controversial group.

The Templeton advisory group serves as a voice for Templeton residents, providing input to SLO County on planning, land use, public safety, and community development. Regardless, San Luis Obispo County has final authority on all decisions.

Facing 32 criminal charges related to violating restraining and court orders, vandalism and petty theft – former advisory group chair David Leader pleaded guilty to eight charges including one felony.

In August, a judge sentenced 71-year-old Leader to 30 days in jail for one felony count of vandalism and seven charges of violating restraining orders.

The advisory group then voted to change the bylaws to allow felons to serve.

As part of the court order and multiple restraining orders, Leader is required to stay at least 100 yards away from eight of his victims. After several of his victims attended an advisory group meeting in late August, Leader resigned from the board.

For years, disagreements over agency bylaws have led to contentious meetings and threats.

For example, as board members spared during the March 19 meeting, SLO County Supervisor John Pecshong asked if he could give his report on updates and information important to the Templeton area. However, the members failed to address Peschong’s request and he eventually left without giving his report.
