Santa Barbara police arrested Raymond Morua, 32, after he allegedly struck a 27-year-old female pedestrian, drove away and crashed into a palm tree. The woman, a popular bartender, remains in critical condition at Santa Barbara Cottage Hospital after undergoing major brain surgery.
Morua had a blood alcohol level of .17 at the scene of his arrest.
He remains in Santa Barbara County Jail on $250,000 bail and is due to be arraigned Tuesday.
Morua worked as a constituent liason for Capps.
