Before any infections can occur, they could test everyone and sequester healthy staff on-site and restrict them to the institution. Dorms and tent cities. Don’t know if it would be legal or ethical, but it would keep staff from picking anything up in town.

Incoming inmates and patients should be quarantined themselves until they are cleared to be in general population.

Training and mandatory personal protective equipment (PPE) use off-site is another option, but one that would ultimately fail IMO, because someone would invariably cut corners and let their guard down by breaking protocol. Plus, people have families they go home to, who are themselves out and about.

That’s the damn truth, thank you for posting this. A lot of innocent people have died due to status quo, greed and commerce. China and America then cut tariffs and lower interest rates hoping for a miracle to their ignorance, then OPEC cuts oil production to hike prices to keep Saudi Arabia rich.
