					<description><![CDATA[I have always wondered how the City of SLO was able to legally hire Tenborg&#039;s company, Eco Solutions, for work performed in connection with homeless camp cleanup when that type of work requires a state contractors license, which Tenborg didn&#039;t have at the time, nor does he have one now. Payment of prevailing wage and certified payroll was required to be paid to the employees who were onsite doing the work.  I wonder what the statute of limitations is for unpaid wages/benefits on  public works jobs...]]></description>
